What is the Gasketelwet?
In 2015, the Dutch Safety Board issued a report regarding work on gas combustion installations and its consequences. The Gasketelwet was enacted to improve the safety of gas combustion installations and reduce the number of carbon monoxide accidents. This means that anyone working on gas combustion installations must have the Carbon Monoxide Proficiency Certificate.
The Gasketelwet came into effect on October 1, 2020, with a transition period until April 1, 2023. The transition period allows technicians time to obtain their CO certification. If you do not have certification by April 1, 2023, you are not allowed to perform the work. Doing so would be a violation, and you could expect a fine. Consumers who engage a non-certified company are also liable.
What does this mean for you as an installer?
If you are a technician working on gas combustion installations, it is important for you to obtain a CO certification. This applies to tasks such as installation, repair, maintenance, and commissioning of the installations. In short, this applies to all technicians who come into contact with carbon monoxide. The training for technicians only takes 1 day, and after this day, a theory test is immediately administered. The certificate is valid for 5 years. After this 5-year period, technicians must undergo recertification.
Once all technicians within the company have obtained the CO certification, it is important to apply for a company certificate. This must be done per company. The validity of the company certificate expires after 3 years. If you do not have a company certificate, technicians are not allowed to work, even if they have obtained a CO certification. To qualify for a company certificate, it is important to have sufficient qualified personnel and to have all administrative processes in order. This means that documents related to the installation or maintenance of a gas boiler must be kept for at least ten years.
